In the EDM definition we have put a range only when a specific class was to be used for a property. For a generic "literal vs URI" indication we have put nothing and I think it will remain like this. It's doable but I think the exact technical means would not bring much to readers.
Note that the fact that the property can be used with a reference (URI) is indicated in the EDM Mapping guidelines and the object templates, both accessible at http://pro.europeana.eu/edm-documentation
